河南省工业能效政策和项目评估研究Evaluation of Industrial Energy Efficiency Policies and Projects in Henan Province

摘要(Abstract):
能效政策评估是能效政策体系的一个重要组成部分,不仅能对能效政策的实施和设计提供指导,还能对能效政策和项目的执行过程进行改进。本文通过情景分析和指数分解法综合评价了河南省为完成单位GDP能耗降低20%和单位工业增加值能耗降低25%的目标而实施的千家企业节能行动、重点节能工程、3515节能行动和淘汰落后产能等能效政策和项目。研究表明:河南省工业部门实施的主要能效政策和项目均超额完成设计目标,其中主要高耗能工业部门对降低单位GDP能耗的贡献可达27%左右。
